Hydrometeorological hazard standards

Floods, storms, droughts, heat and cold account for most disaster events and a large share of losses, and their forecastability makes them the backbone of early warning and anticipatory action. This section of the Hazards and Disaster Risk Reduction subsite sets records for observations, ensemble forecasts, hazard events and warnings aligned to WMO cataloguing and CAP so that forecasts, impact-based warnings and triggers cite the same event identifier and forecast version. Every artifact of the area carries a UNI (Unique Nexus Identifier), which identifies and never certifies.

01Scope

Hydrometeorological hazard standards: what the area covers, and what it leaves to others.

The hazard and threat families section of Hazards and Disaster Risk Reduction. Scope as the area context entry states it (PROPOSED).

In scope 5

  • Observation records (precipitation, temperature, wind, river flow) with station and sensor metadata
  • Ensemble forecast records with lead time and verification statistics
  • Hazardous event records with WMO-CHE identifiers
  • Impact-based warning records on CAP
  • Return-period and hazard-map records with stated stationarity assumptions

Out of scope 3

  • Weather service operations and staffing
  • Aviation meteorology regulation
  • Retail weather apps

Jurisdictions No jurisdiction note is recorded for this area yet; jurisdiction narrows what applies and never implies that a Nexus profile satisfies a law.

03Data and feeds

5 sources, with provider, licence and delivery path.

Sources the area reads or proposes. Delivery follows GRIx first; a source is shown live only after an owner decision admits it for public pages.

Every feed · pending admission

No legal register row admits any of these sources for live display on public pages yet, so nothing is read from them here. A register row that exists records the source for the governed GRIx path; admission for public pages is a separate owner decision.

05Systemic couplings

4 couplings to other areas and subsites.

Each coupling names the mechanism that links this area to another; select a card on the canvas to trace it. Mechanisms are stated in the context bank (PROPOSED).

Each coupling carries a mechanism stated in the context bank (PROPOSED); a reading aid, not a dependency proof.

  1. Water risk standardsWater and Food SystemsShared events: floods and droughts are hazard events here and water-security impacts there.
  2. Early warning and anticipatory actionEarly Warning and Anticipatory ActionMechanism: ensemble forecasts feed triggers; verification statistics determine trigger reliability.
  3. Energy risk standardsEnergy and Critical InfrastructureCascade: heatwaves drive demand peaks while storms damage networks.
  4. Climate risk standardsClimate and Earth SystemsCommon driver: warming shifts the distribution of extremes, so stationarity assumptions in return periods fail.
06Restricted compatibility profiles

1 closed standard, named only.

Closed or paywalled standards appear by name and link only; any compatibility profile of one is built on simulated data and kept on protected pages until an institutional arrangement with the issuing body is recorded. Nexus Standards is not affiliated with, endorsed by or certified by any standards body named here.

08Nexus Standards that apply

10Readiness

What each pathway can read from this area.

GCRI Canada evidence pathway

GCRI Canada

GCRI Canada may admit forecast and warning records with forecast version, ensemble size and verification scores as research evidence; GCRI Canada decides under its own evidence and research rules, and no approval is implied.

Recognition pathway

The Global Risks Forum (GRF)

GRF may record national meteorological and hydrological services publishing on the shared profiles as part of the Early Warnings for All dialogue; GRF decides under its own recognition rules, and no recognition or endorsement is implied.

Capital pathway

The Global Risks Alliance (GRA)

GRA may read hazard and verification records when it reviews parametric and pre-arranged finance tied to these hazards; GRA decides under its own capital-readiness rules, and no approval, rating or investment view is implied.

Open the Capital pathway

Each institution decides under its own rules what it reads as evidence; no pathway is an approval, a readiness statement or investment advice.

11Working group

Observation, forecast, event and warning records profiled on WMO and OASIS standards.

No working group is chartered yet; a community may charter this one under NS-13 through a docket.

  2. Forecast verification record (scores, sample, period)

12Open problems

3 open problems an expert would start with.

  1. Event identifiers across WMO-CHE, GDACS, EM-DAT and national databases are not reconciled, so impacts cannot be joined reliably to hazards.
  2. Return periods derived from historical records understate current hazard under non-stationarity.
  3. Impact-based warnings lack a shared vocabulary for impact levels across countries.
13Audiences

Who works with this area: 4 audiences.

  1. National meteorological and hydrological services
  2. Disaster management agencies
  3. Anticipatory-action programmes
  4. Insurers and reinsurers
