Water risk standards

Water is the medium through which most climate hazards reach people and the coupling variable of the water-energy-food nexus: floods, droughts and water-quality failures propagate into power generation, irrigation, health and trade. This section of the Water and food systems subsite sets common records for hydrological observations, forecasts, warnings and water-security indicators so that a basin authority, a utility and a ministry can exchange evidence with known provenance, licence and uncertainty rather than incompatible spreadsheets. Every artifact of the area carries a UNI (Unique Nexus Identifier), which identifies and never certifies.

01Scope

Water risk standards: what the area covers, and what it leaves to others.

The nexus domains section of Water and Food Systems. Scope as the area context entry states it (PROPOSED).

In scope 5

  • Hydrological observation records (river stage, discharge, groundwater, reservoir storage) with station metadata and calibration
  • Flood and drought forecast and warning records, including ensembles and lead time
  • Water-security and water-stress indicators by basin and administrative unit
  • Transboundary basin data exchange profiles and water-energy-food cascade obligations (NS0-P9)
  • Utility service-continuity and water-quality incident records

Out of scope 3

  • Engineering design codes for dams, pipes and treatment plants
  • Water-rights adjudication and tariff setting
  • Operational control of utility SCADA systems (covered by the cyber section of the Digital, Cyber and AI subsite)

Jurisdictions No jurisdiction note is recorded for this area yet; jurisdiction narrows what applies and never implies that a Nexus profile satisfies a law.

02Systemic couplings

4 couplings to other areas and subsites.

Each coupling names the mechanism that links this area to another; select a card on the canvas to trace it. Mechanisms are stated in the context bank (PROPOSED).

Canvas · the area and its couplingsDesign, not a record
Water risk standards: systemic couplingsThe couplings the area context bank records for Water risk standards: 1 area in Water and Food Systems, 3 areas in other subsites and 3 subsites reached. Each coupling carries a mechanism stated in the context bank (PROPOSED); a reading aid, not a dependency proof.

Fig.RUNNING marks the area you are reading; DONE an area in the same subsite, QUEUED an area elsewhere and GATE a subsite reached. Tags give reading order only, never a status. Design, not a record.

  1. Energy risk standardsEnergy and Critical InfrastructureCommon driver and cascade: low river flows and high water temperatures curtail hydropower and thermal-plant cooling, while grid outages stop pumping and treatment.
  2. Food and agriculture risk standardsWater and Food SystemsCascade: irrigation shortfalls and drought reduce yields and raise food prices; agricultural abstraction in turn depletes aquifers (feedback).
  3. Health risk standardsHealth and BiosecurityCascade: flood damage to sanitation and drinking-water failures drive cholera and other water-borne outbreaks.
  4. Hydrometeorological hazard standardsHazards and Disaster Risk ReductionShared hazard records: flood and drought events are catalogued once and referenced by the water-security records here.
03Open standards

6 open standards, each with its relation.

Relations are register entries (NS-14), never conformance or equivalence statements; hover or focus a relation for its meaning. Names of standards bodies and their standards belong to their stewards and are used only to identify the documents; no text of an external standard is reproduced here.

Sources the area reads or proposes. Delivery follows GRIx first; a source is shown live only after an owner decision admits it for public pages.

Every feed · pending admission

No legal register row admits any of these sources for live display on public pages yet, so nothing is read from them here. A register row that exists records the source for the governed GRIx path; admission for public pages is a separate owner decision.

12Audiences

Who works with this area: 4 audiences.

  1. Basin authorities and river commissions
  2. Water utility risk and operations managers
  3. National hydrological services
  4. Development finance teams funding water infrastructure
13Open problems

3 open problems an expert would start with.

  1. Many national hydrological services restrict real-time gauge data; a standard cannot assume open exchange and must carry licence and embargo states per observation.
  2. Water-stress indicators disagree across products (Aqueduct, FAO AQUASTAT, national accounts) because of different withdrawal baselines; no agreed reconciliation method exists.
  3. Attributing an outage or crop loss to a specific hydrological event across sectors lacks a shared event identifier.

compatibility profile (restricted)
Relation to a closed or paywalled standard: named and linked only; any profile is simulated and kept on protected pages.
