Sendai Framework alignment

Maps Nexus records, indicators and clauses to the Sendai Framework for Disaster Risk Reduction 2015-2030: its seven global targets (A to G), the 38 indicators reported through the Sendai Framework Monitor, the UNDRR/ISC hazard information profiles and the loss and damage accounting behind targets A to D, so that a national or local record can be read against the framework without re-keying. A section of the Hazards and Disaster Risk Reduction subsite. Every artifact of the area carries a UNI (Unique Nexus Identifier), which identifies and never certifies.

01Scope

Sendai Framework alignment: what the area covers, and what it leaves to others.

The frameworks and mandates alignment section of Hazards and Disaster Risk Reduction. Scope as the area context entry states it (PROPOSED).

In scope 5

  • Crosswalk of Nexus record kinds to Sendai targets A to G and their 38 indicators
  • Hazard classification by the UNDRR/ISC hazard information profiles (2025 update)
  • Disaggregation (sex, age, disability, income) and geographic levels for loss records
  • National and subnational reporting profiles for disaster loss databases
  • Priority-for-action tagging of policies and clauses

Out of scope 3

  • Submitting data to the Sendai Framework Monitor on behalf of any government
  • Reproducing the framework text or UNDRR's technical guidance
  • Scoring countries' progress

Jurisdictions No jurisdiction note is recorded for this area yet; jurisdiction narrows what applies and never implies that a Nexus profile satisfies a law.

03Open standards

4 open standards, each with its relation.

Relations are register entries (NS-14), never conformance or equivalence statements; hover or focus a relation for its meaning. Names of standards bodies and their standards belong to their stewards and are used only to identify the documents; no text of an external standard is reproduced here.

04Nexus Standards that apply

3 Nexus Standards for this area.

The Nexus Standards the area context entry lists. Every one is proposed or specified; none is adopted by an authority.

  1. 01

NS-3 · GRIx record UNIs (grammar, legacy crosswalk, allocation authority)

Status proposed · 0 rules stated. Read NS-3

  2. 02

NS-10 · Policies and clauses (machine-readable obligations, enforcement in commons and command rooms)

Status proposed · 7 rules stated. Read NS-10

  3. 03

NS-11 · Verification and monitoring (evidence, attestations, zero-trust conformance observation)

Status proposed · 6 rules stated. Read NS-11

05Data and feeds

3 sources, with provider, licence and delivery path.

Sources the area reads or proposes. Delivery follows GRIx first; a source is shown live only after an owner decision admits it for public pages.

Every feed · pending admission

No legal register row admits any of these sources for live display on public pages yet, so nothing is read from them here. A register row that exists records the source for the governed GRIx path; admission for public pages is a separate owner decision.

06Systemic couplings

4 couplings to other areas and subsites.

Each coupling names the mechanism that links this area to another; select a card on the canvas to trace it. Mechanisms are stated in the context bank (PROPOSED).

Canvas · the area and its couplingsDesign, not a record
Sendai Framework alignment: systemic couplingsThe couplings the area context bank records for Sendai Framework alignment: 1 area in Hazards and Disaster Risk Reduction, 3 areas in other subsites and 3 subsites reached. Each coupling carries a mechanism stated in the context bank (PROPOSED); a reading aid, not a dependency proof.

Fig.RUNNING marks the area you are reading; DONE an area in the same subsite, QUEUED an area elsewhere and GATE a subsite reached. Tags give reading order only, never a status. Design, not a record.

  1. UNDRR and the Sendai Framework MonitorHazards and Disaster Risk ReductionThe Monitor's indicator definitions and the DELTA Resilience loss-tracking system are the source schemas; this section holds the crosswalk and that one describes the custodian and its data flows.
  2. SDG and 2030 Agenda alignmentHumanitarian Action and DevelopmentSendai indicators A-1, B-1 and G-1 are also SDG indicators 1.5.1, 11.5.1 and 13.1.1, so one record UNI serves both reporting streams and double counting is avoided.
  3. Early warning and anticipatory actionEarly Warning and Anticipatory ActionTarget G (multi-hazard early warning access) is measured through the Early Warning and Anticipatory Action subsite's CAP and alerting-authority records.
  4. Paris Agreement and NDC alignmentClimate and Earth SystemsClimate-related losses reported under Sendai feed the loss and damage and adaptation sections of national reporting under the Paris Agreement's transparency framework.
07Readiness

What each pathway can read from this area.

GCRI Canada evidence pathway

GCRI Canada

GCRI Canada decides under its own evidence rules whether a Sendai-mapped record is usable in its risk work; a mapping is not an acceptance.

Open the GCRI Canada evidence pathway

Recognition pathway

The Global Risks Forum (GRF)

The Global Risks Forum (GRF) decides under its own rules whether Sendai-aligned contributions are discussed in its programmes; alignment implies no recognition.

Open the Recognition pathway

Capital pathway

The Global Risks Alliance (GRA)

The Global Risks Alliance (GRA) decides capital readiness under its own criteria; a Sendai crosswalk only makes loss evidence readable to its reviewers.

Open the Capital pathway

Each institution decides under its own rules what it reads as evidence; no pathway is an approval, a readiness statement or investment advice.

09Restricted compatibility profiles

No closed standard is named for this area.

Closed or paywalled standards appear by name and link only; any compatibility profile of one is built on simulated data and kept on protected pages until an institutional arrangement with the issuing body is recorded. Nexus Standards is not affiliated with, endorsed by or certified by any standards body named here.

The working group may name closed standards later; they would be listed here by name and link only.

10Working group

The working-group charter, proposed.

Scope

Maintain the Sendai crosswalk, the loss-record reporting profile and the hazard classification binding, and track the post-2030 successor discussions.

No working group is chartered yet; a community may charter this one under NS-13 through a docket.

Who works with this area: 4 audiences.

  1. national disaster management agencies
  2. statistics offices
  3. local governments
  4. researchers in disaster risk reduction
12Open problems

3 open problems an expert would start with.

  1. Loss data are incomplete and uneven between countries; how to record coverage and under-reporting so that a mapped series is never read as complete.
  2. How to attribute losses in compound and cascading events to one hazard code when the Monitor expects a single primary hazard.
  3. How the crosswalk should handle the transition to a successor framework after 2030 without breaking record history.

Relation: Nexus clauses are mapped to parts of the external standard by number, never by text.
adopt
Relation: the external standard is used as published, values validated against it.
profile
Relation: a Nexus profile narrows or extends the external standard for the nexus, validated with the body's own tools where they exist.
pending admission
No legal register row admits this source for display on public pages yet, so nothing is read from it.
GRIx
The governed data layer of Nexus Foundry: external data is read through it with its licence and source release.
docket
A public change record under NS-13, decided by editors with written reasons.
attestation
An evaluator's recorded result for one clause and one subject under NS-11; never a certification.
liaison sought
A liaison the working group would ask the body for; none is held unless the body confirms it in writing.

Mappings are proposed for review (Risk Academy standards map, 2026-10-17); a link says a page on the same subject exists, never an endorsement or a conformance statement; framework names in course titles are named and linked, never reproduced.
