UN system technical areas

An index of the technical areas of the UN system that bear on systemic and disaster risk: which entity is custodian of which indicators, data services and technical standards (for example UNSD for SDMX and M49, UNDRR for the Sendai Monitor, WMO for WIS 2.0, WHO for the IHR tools, ITU for CAP as X.1303 bis), and which Nexus profiles read them. A section of the Humanitarian action and development subsite that routes to the body-specific sections. Every artifact of the area carries a UNI (Unique Nexus Identifier), which identifies and never certifies.

01Scope

UN system technical areas: what the area covers, and what it leaves to others.

The multilateral and institutional technical areas section of Humanitarian Action and Development. Scope as the area context entry states it (PROPOSED).

In scope 4

  • Custodian map of UN entities to indicators, data services and technical standards
  • UN System Chief Executives Board data standards for system-wide reporting
  • Common statistical infrastructure (SDMX, M49, UNdata)
  • Routing to the body-specific sections and the frameworks they steward

Out of scope 3

  • Describing internal UN governance, budgets or mandates beyond public technical work
  • Any implied partnership, mandate or endorsement
  • Peacekeeping and political affairs beyond their public risk information

Jurisdictions No jurisdiction note is recorded for this area yet; jurisdiction narrows what applies and never implies that a Nexus profile satisfies a law.

02Indicators

1 indicator the area tracks.

Indicator names and codes as their stewards publish them; values appear only from a governed GRIx source, never typed into a page.

03Open standards

4 open standards, each with its relation.

Relations are register entries (NS-14), never conformance or equivalence statements; hover or focus a relation for its meaning. Names of standards bodies and their standards belong to their stewards and are used only to identify the documents; no text of an external standard is reproduced here.

04Data and feeds

2 sources, with provider, licence and delivery path.

Sources the area reads or proposes. Delivery follows GRIx first; a source is shown live only after an owner decision admits it for public pages.

Every feed · pending admission

No legal register row admits any of these sources for live display on public pages yet, so nothing is read from them here. A register row that exists records the source for the governed GRIx path; admission for public pages is a separate owner decision.

05Systemic couplings

4 couplings to other areas and subsites.

Each coupling names the mechanism that links this area to another; select a card on the canvas to trace it. Mechanisms are stated in the context bank (PROPOSED).

Canvas · the area and its couplingsDesign, not a record
UN system technical areas: systemic couplingsThe couplings the area context bank records for UN system technical areas: 2 areas in Humanitarian Action and Development, 2 areas in other subsites and 2 subsites reached. Each coupling carries a mechanism stated in the context bank (PROPOSED); a reading aid, not a dependency proof.

Fig.RUNNING marks the area you are reading; DONE an area in the same subsite, QUEUED an area elsewhere and GATE a subsite reached. Tags give reading order only, never a status. Design, not a record.

  1. UNDRR and the Sendai Framework MonitorHazards and Disaster Risk ReductionThe index routes disaster-risk questions to the UNDRR section, which holds the custodian detail for Sendai indicators and loss data.
  2. WMO and hydrometeorological servicesEarly Warning and Anticipatory ActionHydromet data exchange under the WMO Unified Data Policy is the main real-time source the index points to for hazard observations and warnings.
  3. SDG and 2030 Agenda alignmentHumanitarian Action and DevelopmentCustodian agencies are assigned per SDG indicator; the index uses that assignment as the backbone that tells a reader whose methodology governs a record.
  4. International organisations and multilateralsHumanitarian Action and DevelopmentThe sector area for international organisations covers how these bodies adopt standards internally; this index covers what they publish for others.
06Nexus Standards that apply

2 Nexus Standards for this area.

The Nexus Standards the area context entry lists. Every one is proposed or specified; none is adopted by an authority.

  1. 01

NS-3 · GRIx record UNIs (grammar, legacy crosswalk, allocation authority)

Status proposed · 0 rules stated. Read NS-3

  2. 02

Status proposed · 5 rules stated. Read NS-9

07Readiness

What each pathway can read from this area.

GCRI Canada evidence pathway

GCRI Canada

GCRI Canada decides under its own evidence rules which UN-sourced series it uses; the index records custodianship, not acceptance.

Open the GCRI Canada evidence pathway

Recognition pathway

The Global Risks Forum (GRF)

The Global Risks Forum (GRF) decides under its own rules how UN technical work enters its programmes; listing implies no recognition.

Open the Recognition pathway

Capital pathway

The Global Risks Alliance (GRA)

The Global Risks Alliance (GRA) decides capital readiness under its own criteria; the index only tells its reviewers which custodian governs a figure.

Open the Capital pathway

Each institution decides under its own rules what it reads as evidence; no pathway is an approval, a readiness statement or investment advice.

08Consoles

Where this area's standards are routed, monitored and verified.

A console computes from the registry and shows its reasons; it never decides, approves or certifies.

09Working group

The working-group charter, proposed.

Scope

Maintain the custodian map and routing, keeping body descriptions in their own public terms.

No working group is chartered yet; a community may charter this one under NS-13 through a docket.

Deliverables · 2
  1. Custodian map of UN entities to indicators, data services and standards
  2. Routing guide to body-specific sections
Liaison targets · 2
  • UN Statistics Division (information exchange sought; none recorded) liaison sought
  • UN System Chief Executives Board secretariat (information exchange on data standards sought; none recorded) liaison sought
10Restricted compatibility profiles

No closed standard is named for this area.

Closed or paywalled standards appear by name and link only; any compatibility profile of one is built on simulated data and kept on protected pages until an institutional arrangement with the issuing body is recorded. Nexus Standards is not affiliated with, endorsed by or certified by any standards body named here.

The working group may name closed standards later; they would be listed here by name and link only.

11Audiences

Who works with this area: 4 audiences.

  1. policy staff
  2. data stewards
  3. researchers
  4. international organisation staff
12Open problems

2 open problems an expert would start with.

  1. Custodianship changes and is sometimes shared; how to keep the map current without implying authority over a disputed assignment.
  2. Many UN data services have terms that are not open licences; how to show availability honestly without redistributing.
13Hazards and sectors

What acts on this area, and who carries it.

Hazards and threats 0

No hazard or threat is listed for this area; it reads the hazards of the areas it couples with.

Sectors 0

No sector is listed for this area; it serves every sector through the areas it couples with.

Risk Academy disciplines that teach UN system technical areas, with their courses; the GCRI Canada, The Global Risks Forum (GRF) and The Global Risks Alliance (GRA) subsites that carry those disciplines; and the Nexus Foundry systems the standards name. Mappings are proposed for review (Risk Academy standards map, 2026-10-17); a link says a page on the same subject exists, never an endorsement or a conformance statement; framework names in course titles are named and linked, never reproduced.
